The Seventieth Session of the Commission

Santiago, Chile, 22 February to 5 March 2010


The International Civil Service Commission (ICSC) held its 70th session in the headquarters of the United Nations Economic Commission for Latin America and the Caribbean (UN ECLAC) in Santiago, Chile, from 22 February until 5 March 2010. It was the first time that the Commission met in the region, and session participants were victimless witnesses to the exceptionally strong 27 February 2010 earthquake in Chile. Despite the inconveniences arising in the aftermath of the earthquake, the ICSC was able to complete its work programme for the session thanks to the remarkable support of the UN ECLAC leadership and staff. The Commission met the second half of its session in a hotel conference room near the damaged ECLAC headquarters, which had to be closed for several days for safety reasons. Commission members and secretariat staff also attended an address by the United Nations Secretary-General, Mr. Ban Ki-Moon, to ECLAC staff on 5 March 2010.

During the 70th session the Commission worked on a number of subjects including, under education grant, the question of representative schools and eligibility, a review of hazard pay, an update on contractual arrangements, including appointments of limited duration, a report by the working group on the mobility/hardship scheme, a report by the working group on the general service salary survey methodologies, a review of the terms and conditions of National Professional Officers, a review of the General Service Job Evaluation Standards, a proposal on the harmonization of the conditions of service of staff assigned to non-family duty stations, an update on the implementation of an exit interview questionnaire, an update on the UN/US grade equivalency study and a report on the 32nd session of the Advisory Committee on Post Adjustment Questions (ACPAQ).
