Professional salaries within the United Nations common system are determined based on the Noblemaire principle. In essence, the principle states that the United Nations should be able to recruit and retain staff with specified qualifications from all Member States including the one with the highest salary levels. Accordingly, the Member State with the highest salary levels is used as a comparator to determine appropriate salary levels. Based on those salaries, Professional staff salaries are then established and maintained.
